At 4 Sisters Solutions, we believe that meaningful parent engagement is the foundation for safe, lasting family reunification. We partner with child welfare agencies and families to provide trauma-informed support that empowers parents, strengthens relationships, and improves permanency outcomes for children.
Our team brings together more than 300 years of collective child welfare experience, combining the expertise of trauma-informed professionals, Trust-Based Relational Intervention® (TBRI®) practitioners, child welfare leaders, and passionate family advocates. United by a shared commitment to preserving families whenever safely possible, we work alongside parents and child welfare professionals to navigate challenges with compassion, accountability, and hope.
Whether coaching parents through their case plans, supporting case managers, or helping agencies strengthen their parent engagement strategies, we remain focused on one goal: helping more children safely return home to their families.
Eva Horner
Founder, President & CEO
Eva Horner founded 4 Sisters Solutions after spending more than 35 years working in and around child welfare. Her personal story—growing up as one of four sisters whose lives were forever shaped by childhood trauma—became the driving force behind an organization dedicated to helping families remain safely together whenever possible.
Eva has become a recognized leader in parent engagement, trauma-informed practice, and child welfare innovation. Her vision led to the development of Permanency Primer, an innovative parent engagement model that equips families with the coaching, encouragement, and practical support needed to make meaningful progress toward reunification.
In 2026, Eva was honored as the Child Welfare Innovator of the Year by the Florida Institute for Child Welfare in recognition of her leadership and commitment to improving outcomes for children and families.

Steve Friedman
Chairman
Steve brings over 30 years of experience in the provision of behavioral health services and working with large corporate and community-based systems. He is a keen observer with a firm understanding of why organizations succeed, fail, or worse- become mediocre. Steve created, owns, and operates Bay Area Behavioral Services (BABS) located in Brandon, Florida. Since its creation in 2000, BABS has become a highly effective business through his singular focus on refining business processes that has resulted in high quality, high-volume services, and a highly engaged workforce. Steve is often a go-to person for many funding organizations who know they need an innovative lens in how to meet the service needs of our child welfare population.
Salena Burden, MSW, CPHQ
Board Member
My name is Salena Burden. I have 20 years of combined experience in child welfare and healthcare management. I am passionate about connecting parents and professionals with resources that create opportunities for children to grow up in safe, happy, and healthy homes. I earned both my Bachelor's and Master's degrees in Social Work from the University of Central Florida—Go Knights! I am a certified Child Welfare Case Manager (CWCM) and a Certified Professional in Healthcare Quality (CPHQ). Outside of work, I spend my afternoons and weekends with my husband and our two beautiful children, usually cheering on my daughter and son at the softball and baseball fields. I also volunteer as a Girl Scout leader for my daughter's troop. I enjoy the sense of community and camaraderie I've found through my CrossFit gym. Just ask me about my latest audiobook or favorite meditative prayer app—I always enjoy sharing recommendations and hearing new ones!
Mary Margaret Hansell, SPHR, SHRM-SCP
Board Member
I am passionate about the ethical, solutions-focused practice of HR. My intention is to transition from a long career in executive roles to a part-time HR consultant role, both hands-on and strategic, in which I may utilize my experience and skills to a meaningful purpose.
Veronica M. Otero, CNA, LNHA
Board Member
Veronica oversees the accounting and financial planning and analysis functions at DSI Management, a healthcare management company. Veronica joined DSI in 2015 as the Controller and has worked closely with DSI’s Management Team, Boards and Leadership since her arrival. Veronica brings over 22 years of experience building and leading finance teams in various companies and industries with significant operating scale and complexity. For the past 8 years with DSI, she has been responsible for the accounting oversight of over thirty healthcare facilities for the geriatric and developmentally disabled populations including CCRC, Assisted Living, Skilled Nursing, Home Health, Staffing, Group Homes and Intermediate Care Facilities for the Developmentally Disabled. Veronica is knowledgeable of many state and federal reimbursement arrangements and thrives at understanding operational challenges to be able to design sustainable budgets with limited resources. Veronica has a zest for getting the best out of her team, empowering others and is determined to help build the next generation of accounting professionals.

Hi, I'm Meghann Dobey, Senior Director of Operations at 4 Sisters Solutions. As a lifelong Floridian from the Tampa Bay area, I've dedicated my career to supporting children and families. I earned my degrees from St. Petersburg College and the University of South Florida with the goal of making a difference in child welfare.
I'm passionate about reunification and believe there's nothing more rewarding than seeing children safely return home to their biological families. Outside of work, you'll find me reading, spending time at the beach, swimming, snorkeling, hiking in the mountains, or traveling throughout the Southeast with my family.
Michael Forster, MBA, CWCM-S
Director of Mission
Hi, I'm Michael Forster, Director of Mission at 4 Sisters Solutions. I'm passionate about improving the child welfare system and helping create better outcomes for the families we serve. I earned degrees in Culinary Arts from Johnson & Wales University, Psychology from the University of South Florida, and an MBA from USF.
When I'm not working, I enjoy visiting Disney, discovering new restaurants, reading, practicing photography, and traveling with the goal of visiting all 50 states. At home, my spoiled cat, Elliott, keeps life entertaining.
Sarah Boling
Director of Case Management
Hi, I'm Sarah, and I'm passionate about helping families safely reunify as quickly as possible. After earning my Sociology degree from the University of Central Florida, I began my child welfare career as a volunteer Guardian ad Litem before advancing into case management, supervision, adoption services, and program leadership. Each role has strengthened my commitment to supporting children and families through every step of their journey.
Outside of work, my favorite role is being a wife and mom. I love spending time with my husband and son, taking family road trips, and cheering on hockey and college football—especially the UCF Knights.

Every member of the 4 Sisters Solutions team shares a commitment to treating families with dignity, compassion, and respect. Together, we create a culture that values relationships, accountability, and hope while providing practical support to parents navigating one of the most difficult seasons of their lives. Each team member completed extensive training, passed The Diana Screen®, and plays an important role in helping families move toward safe, lasting reunification.

Hello, my name is Felicia Rogers, and I have worked in the child welfare field since 2003. I am a solution-focused professional with progressive experience in addiction services, case management, child safety and well-being, and social work. It has truly been a blessing to have been given the opportunity to work for an organization that stands firmly behind its mission, values, and goals while working hand in hand with children, families, and employees to create positive change.

My name is Courtney Folsom. I earned my bachelor's degree with a major in Psychology and a minor in Business. I have children who are my top priority, and I'm grateful for my supportive boyfriend, who encourages me every day. I grew up in Tennessee but am originally from Florida. I love working in child welfare and believe everyone deserves to be treated with dignity and respect. My goal is to help families recognize behaviors that may be creating challenges and support them in making positive, lasting changes.

My name is Marilyn Padgett. I graduated from Florida Southern College in Lakeland, Florida, and have spent 15 years working in child welfare. I took a two-year break from the field, but I missed it so much that I returned. I love working with children and families to support reunification and help create safe, stable homes. Helping families heal and stay together is my passion.

Whitney Phillips
Permanency Primer
My name is Whitney Phillips. I've lived most of my life in Florida and currently reside in North Florida, in the Jacksonville area. I'm raising two teenage boys, so most of my free time is spent traveling from one sporting event to the next—or making yet another grocery store run (it's amazing how much they can eat)! I earned my bachelor's degree in Criminology from the University of Florida and spent several years working in Teen Court before beginning my career in child welfare, where I've worked for the past 15 years. During that time, I've served as a Case Manager, Foster Care Licensing Specialist, and Behavioral Health Service Coordinator. My goal when I entered child welfare was to help families through some of the most difficult times in their lives, and that continues to inspire me every day.

Ray Deen

Ray passed away on January 2, 2026. He was someone who always showed up, cared deeply, and left a lasting impression on everyone who had the privilege of working alongside him. He found joy in life's simple comforts—a cup of coffee, a good comedy, time outdoors, and a slice of carrot cake. Ray will be missed beyond measure, but his memory will continue to live on in the everyday moments that reflect who he was. Hello! My name is Janie, and I live in the great state of Florida. My husband, Shane, is the most wonderful man in the world and truly a gift from God. We have one son, Matthew, who was a wonderful child and has grown into an incredible man—another blessing in my life. I currently have two fur babies: Cricket, a lovable Pit Bull who greets me with Eskimo kisses when I get home from work, and Scrappy, an energetic Jack Russell who is quite the escape artist. I have worked in the child welfare field for more than 20 years. I've ventured into other careers a couple of times, but I always find my way back. I truly believe this is where God has called me to serve. When I'm not working, I love spending time in my yard. Pulling weeds is my therapy, and my zero-turn mower is my favorite ride.

As the Culture & Retention Builder for 4 Sisters Solutions, I get to embrace my love of recognizing people and showing appreciation for others. I graduated with high honors from Georgia State University, May of 2022, and accepted a position on the executive team with 4 Sisters. Here, I not only get to utilize my love of embracing people, but I get to work for a company that is the very definition of hope and humanity. While I have family and friends all over the country, I call North Georgia home. I'm a mom, wife, writer, hiker, camper, and silver-lining enthusiast! Every day, I remind myself that the pursuit IS happiness, and my role at 4 Sisters ensures that I get the chance to make others feel the same!
