Meghann Dobey, CWCM-S
Meghann@4Sisters.US
Hi! I'm Meghann Dobey the Director of Parent Engagement with 4 Sisters. I'm a native Floridian born and raised in the Tampa Bay Area. I still live there with my family and my two cats. I spend my spare time reading, going to the beach, swimming and snorkeling, traveling to North Georgia, Tennessee and North Carolina, and hiking in the mountains.
I am a graduate of St. Petersburg College and the University of South Florida. I went to college specifically to work with children and families and I have a passion for reunification and seeing kids go home with their biological parents. This is my dream job and I'm happy to be here to support parents and their kids any way I can. There is nothing I love more than seeing reunifications happen!
Hi! I’m Michael Forster, the Director of Mission at 4 Sisters Solutions. I grew up in Pinellas County, attending elementary school through college here. I’m passionate about building a system that will improve child welfare and excited to see how 4 Sisters will positively impact the families we support.
I hold a degree in Culinary Arts from Johnson and Wales University, a bachelor's in Psychology from the University of South Florida, and an MBA from USF as well.
In my free time, I love going to Disney, reading, exploring new food spots, and practicing photography. I also love to travel and have a goal to visit all 50 states. At home, I have one cat, Elliott, who is completely spoiled.

Here, I not only get to utilize my love of embracing people, but I get to work for a company that is the very definition of hope and humanity.
While I have family and friends all over the country, I call Covington, Georgia home. I'm a mom, wife, writer, hiker, camper, and silver-lining enthusiast!
Every day, I remind myself that the pursuit IS happiness, and my role at 4 Sisters ensures that I get the chance to make others feel the same!

Kimberly Harvey
Kimberly@4Sisters.US
My name is Kimberly Harvey, and Child Welfare is my passion. I was born in Washington DC, but I consider myself a Floridian after living here for most of my life. I have a Master’s Degree in Criminology and Social Work from the great Florida State University. I have worked in Child Welfare for 16 years, as a Case Manager, Supervisor and Trainer. What has kept me in working in the system is my recognition of the good work that we strive to do while at the same time acknowledging the areas of improvement needed to have better outcomes for children and families. I strongly believe in advocacy for those who do not always have the capacity or understanding of how to advocate for themselves. I truly believe this is a calling for me, not just a profession.
When I am not working, I enjoy spending time with my husband and my daughter and seeing the world through her eyes. I love theme parks, cruises, and anything Disney or Marvel.
My favorite quote is “Strive not to be a success, but to be of value.” – Albert Einstein

Amanda Martinez
Amanda@4Sisters.US
My name is Amanda Martinez and I live in Winter Haven Fl with my husband and 7 children. My youngest being one and oldest being 18.
My family is unique as we have adopted children, bonus and biological children. My children keep me very busy between playing all kinds of sports including special Olympics. I am a very patient and kind person as my son we adopted with severe autism has taught us so much about patience and love. I have been working in child welfare since before I obtained my BSW in Social Work as I started off my career as being a mentor for children aging out of foster care. Once I graduated, I became a case manager, Case manager Supervisor and then worked in Foster Care Licensing and FC referrals. Child Welfare is my passion as I have always been an advocate for over the last 16 years. I come with a lot of lived experience as I was raised in foster care, aged out, became a caregiver and adoptive parent and a social worker. I am very excited and thankful to have begun my career with 4Sisters where I can be an advocate and help preserve families.

Whitney Phillips
Whitney@4Sisters.US
My name is Whitney Phillips and I’ve lived most of my life in Florida and currently live in North Florida in the Jacksonville area. I’m raising two teen boys, so the majority of my free time is spent going from one sporting event to the next or making yet another grocery run (it’s amazing how much they can eat)!
I received my Bachelor’s degree in Criminology from the University of Florida and spent several years working in Teen Court before moving into Child Welfare, which is where I’ve spent the last 15 years of my professional career. I’ve worked in several areas of Child Welfare; including as a Case Manager, Foster Care Licensing Specialist, and Behavioral Health Service Coordinator. My goal when I started working in Child Welfare was to help families going through a difficult time and that continues to be what I strive for every day. I’m a strong believer in reunification and feel that children being home with their biological parents is the best outcome in almost all cases. I’m grateful for the opportunity to be able to support and advocate for parents on their journey to reunification in my role as a Permanency Primer with 4 Sisters Solutions, where my main focus is to ensure that parents have all the tools needed to provide a safe and stable home for their children. There’s nothing better than to see a family thriving after a successful reunification!

Rachel Rodriguez
Rachel@4Sisters.US
My name is Rachel Rodriguez, I came to 4 Sisters with a background in Case Management and the role of Out of Home Care Specialist (Intake & Placement). Prior to Child Welfare, I owned and operated a business in Central Florida and for many years I struggled as a single mom taking one or two classes at a time in college. I am currently pursuing a master's degree in clinical Mental Health, and I have plans to continue in Child Welfare after licensing. As an Out of Home Care specialist, I have been blessed to see different sides of the Dependency system and I would LOVE to open a group home some day for teenage girls. When I am not working or catching up on class work, I spend my time with my husband, (now) 5 children, and animals (dog, chickens, bunny rabbits). I LOVE to garden and in any spare time possible I can be found planting seeds or tending to my plants.
I feel as though Child Welfare is a calling and the path that brought me here was a long and twisty one! As someone who has overcome MANY challenges throughout the years, I feel I have the tools to encourage others to overcome their hurdles as well. I love to see successful outcomes and believe that our parents in the Dependency system need someone advocating for them and cheering them on as they fight to make their family whole again. I enjoy walking alongside the parents and guiding them into the direction that ensures success.
