Permanency Primers© are specifically targeted on parent engagement.  They are Parent Coaches that teach and work with parents to support them through the execution of their case management plan.

Our solution-focused, strength-based & trauma-informed approach alleviates the workload for
your case managers.

All Permanency Primers© are certified Child Welfare Professionals with at least 3 years experience

and fully trained in TBRI®.

4 Sisters is the story of how trauma changed the trajectory of four little lives, told the through mission of a non-profit.  Through the experiences of these four sisters, we have learned at a deep level how profound is the impact of separation with no healing. 
Eva Horner founded 4 Sisters Solutions with a firm understanding of what could be accomplished through the work of an expert child welfare case management organization with a singular focus.  
As one of the four sisters, Eva avoided years of abuse and avoided coming into the 1960's Texas foster care system as her three older siblings experienced. While much has been improved in child welfare systems nationally, there is still much work to do in safely and intentionally preserving relationships that matter to the child.  Therefore, it is the Mission of 4 Sisters Solutions, Inc. to help parents, children, and families navigate the child welfare system using our expertise and unrelenting pursuit of solutions.  We strive to master the function of child welfare case management by uplifting the critical role of case managers and establishing a deeper, more productive relationship with parents and caregivers.  Through the mastery of this role, we will achieve permanency, safety, and well-being goals in partnership with the parents, caregivers and stakeholders all working towards a greater good for each child.

Trust-Based Relational Intervention (TBRI®)

TBRI® is trauma-informed, attachment based, whole-child (and parent), science-based, and multi-systemic.  It teaches us the "why" behind dysregulated behavior and provides strategies to:

  • Stay Calm (No Matter What)
  • See the Need (Behind the Behavior)
  • Meet the Need (Find a Way)
  • Don't Quit (If not you, then who?)

4 Sisters integrates TBRI® supportive strategies into our case management model creating the space and skill our case managers need to be most effective in managing the parent-case manager-caregiver relationship as well as strengthen their own resilience that can be at risk when working on the front-line.
