Bringing Change

Permanency Primers© are specifically targeted on parent engagement. They are Parent Coaches that teach and work with parents to support them through the execution of their case management plan.
Our solution-focused, strength-based & trauma-informed approach alleviates the workload for
your case managers.
All Permanency Primers© are certified Child Welfare Professionals with at least 3 years experience
and fully trained in TBRI®.

Engaging parents is core to our mission of preserving relationships through the permanency process.
Our parent engagement is early and often, and our focus is 100% reunification.

4 Sisters is the story of how trauma changed the trajectory of four little lives, told the through mission of a non-profit. Through the experiences of these four sisters, we have learned at a deep level how profound is the impact of separation with no healing.
Eva Horner founded 4 Sisters Solutions with a firm understanding of what could be accomplished through the work of an expert child welfare case management organization with a singular focus.
As one of the four sisters, Eva avoided years of abuse and avoided coming into the 1960's Texas foster care system as her three older siblings experienced. While much has been improved in child welfare systems nationally, there is still much work to do in safely and intentionally preserving relationships that matter to the child. Therefore, it is the Mission of 4 Sisters Solutions, Inc. to help parents, children, and families navigate the child welfare system using our expertise and unrelenting pursuit of solutions. We strive to master the function of child welfare case management by uplifting the critical role of case managers and establishing a deeper, more productive relationship with parents and caregivers. Through the mastery of this role, we will achieve permanency, safety, and well-being goals in partnership with the parents, caregivers and stakeholders all working towards a greater good for each child.

Trust-Based Relational Intervention (TBRI®)

4 Sisters integrates TBRI® supportive strategies into our case management model creating the space and skill our case managers need to be most effective in managing the parent-case manager-caregiver relationship as well as strengthen their own resilience that can be at risk when working on the front-line.

welfare through provider and lead agencies across Florida.

President/CEO
I am the founder and CEO of 4 Sisters Solutions, Inc. and created this organization to master the function of child welfare case management. I have been a child and family advocate for over 30 years serving in a variety of arenas including substance abuse prevention, child welfare, juvenile justice, and substance abuse and mental health policy. I am highly experienced in developing staff, organizations, families, and systems through a lens that is trauma informed and am passionate about motivating others to be intentional and effective in helping children and families. My undergraduate education is from Florida State University in Family, Child and Consumer Sciences and I did my graduate work in Community Mental Health Counseling at Rollins College in Winter Park, Florida. In 2012 I pursued an education in yoga instruction, receiving my RYT-200 designation. I later studied with the Karen Purvis Institute of Child Development in 2021 and became a Practitioner of Trust-Based Relational Intervention (TBRI®).
I have incorporated all of what I know to be true from these experiences into a case management model that honors the values of family, relationship, and safety through an intentional design.

Steve Friedman
Steve brings over 30 years of experience in the provision of behavioral health services and working with large corporate and community-based systems. He is a keen observer with a firm understanding of why organizations succeed, fail, or worse- become mediocre.
Steve created, owns, and operates Bay Area Behavioral Services (BABS) located in Brandon, Florida. Since its creation in 2000, BABS has become a highly effective business through his singular focus on refining business processes that has resulted in high quality, high-volume services, and a highly engaged workforce. Steve is often a go-to company for many funding organizations who know they need an innovative lens in how to meet the service needs of our child welfare population.

Salena Burden, MSW, CPHQ
My name is Salena Burden. I have 20 years of combined experience in child welfare and health care management. I have a passion for connecting parents and professionals to resources that ultimately nurture opportunities for children to grow up in happy and healthy homes. I have my Bachelors and Master’s Degrees in Social Work from the University of Central Florida, Go Knights! I am Child Welfare Case Management (CWCM) certified and I am a Certified Professional in Healthcare Quality (CPHQ).
In my personal time, I spend my afternoons and weekends with my husband and two beautiful children, usually cheering my daughter and son on at the ball fields where they play softball and baseball. I also volunteer as a Girl Scout Leader for my daughter’s Girl Scout troop. I find community and camaraderie being apart of my CrossFit gym community. When driving in my car, I enjoy listening to audiobooks and podcasts. Just ask me about them, and I will happily discuss my latest audiobook or meditative prayer app, and I always appreciate a good recommendation!
I am thrilled to join 4 Sisters Solutions team where I look forward to collaborating with dedicated professionals who are making the difference through parent engagement and honoring children and their families!

Mary Margaret Hansell, SPHR, SHRM-SCP
I am passionate about the ethical, solutions-focused practice of HR. My intention is to transition from a long career in executive roles to a part-time HR consultant role, both hands-on and strategic, in which I may utilize my experience and skills to a meaningful purpose.

Veronica M. Otero, CNA, LNHA
Veronica oversees the accounting and financial planning and analysis functions at DSI Management, a healthcare management company. Veronica joined DSI in 2015 as the Controller and has worked closely with DSI’s Management Team, Boards and Leadership since her arrival. Veronica brings over 22 years of experience building and leading finance teams in various companies and industries with significant operating scale and complexity. For the past 8 years with DSI, she has been responsible for the accounting oversight of over thirty healthcare facilities for the geriatric and developmentally disabled populations including CCRC, Assisted Living, Skilled Nursing, Home Health, Staffing, Group Homes and Intermediate Care Facilities for the Developmentally Disabled. Veronica is knowledgeable of many state and federal reimbursement arrangements and thrives at understanding operational challenges to be able to design sustainable budgets with limited resources. Veronica has a zest for getting the best out of her team, empowering others and is determined to help build the next generation of accounting professionals.
